We already thought of merging some of the rules in systemd; but just those which would let systemd decide whether a given device is a modem or not (i.e. whitelists and blacklists). This would allow us to use systemd's on-hardware activation so that MM is started only when required; see bugzilla.gnome.org/show_bug.cgi?id=703039. ofono can also probably benefit from those rules I guess.
