If you're using NM 0.9.8.x, you can use:

nmcli nm wifi [on | off]

If you're using NM 0.9.9+, you can use:

nmcli radio wifi [on | off]

These commands will also toggle the kernel's rfkill switch devices, so
if your wifi card is hooked up to them, it will be completely powered
down.
