Yes, it certainly would. There are a bunch of examples here: http://cgit.freedesktop.org/NetworkManager/NetworkManager/tree/examples so after picking your favorite language, something to do what you want should be fairly straightforward. Happy to help point you in the right direction once you've done that; there isn't a single script here that'll do what you want, but pieces of a couple will work.
