This resolv.conf is generated by openresolv based on information NetworkManager sends. And looking at the resolvconf code, this is a bug in openresolv 3.7.3 which ships in Debian unstable, and has been fixed in openresolv 3.8.0: http://roy.marples.name/projects/openresolv/info/1e6ac67eb3 So it looks like Debian should update openresolv, or at least grab that patch.
