That one makes no sense for VPNs I think. Does the remote provide you
with network configuration? If not, then that's what the error message
says.

I'm wondering if you could attach the log from the connection attempt
(run "journalctl -fl" and capture the output)? (There should be no
secrets there, but please check twice).

Also, checking with a more recent version of NM may make sense -- there
was a ton of work done on the Libreswan plugin and NetworkManager
itself after 1.0.
