-d is --debug, which means: Don't become a daemon, and log to stderr that alone doesn't affect the logging level yet. In fact, adding -- debug to NetworkManager.service is not the best option. Instead just set the logging level/domain. See https://cgit.freedesktop.org/NetworkManager/NetworkManager/tree/contrib/fedora/rpm/NetworkManager.conf?id=30db08d38ed745bd5754e9676530eeee7efdaf3a#n27 > No NM messages exist in journal when this problem exists.
