smells like you do not have neurodebian apt key installed/enabled

apt-key list
should have

/etc/apt/trusted.gpg.d/neurodebian.gpg
--------------------------------------
pub 1024D/2649A5A9 2006-04-11
uid NeuroDebian Archive Key
<[email protected]>
uid neuro.debian.net archive <[email protected]>
uid apsy.gse.uni-magdeburg.de Debian Archive
<[email protected]>
sub 2048g/2A2A68E9 2006-04-11

if not -- on xenial

apt-get install neurodebian-archive-keyring=0.37.2

should install it, and then run apt-get update
