The split of mod_proxy effectively broke the 2_0_11 release on Win32.  The
fix came very soon thereafter.

I'd like to see us tag 2_0_12 just as soon as Brian indicates that HEAD
builds on OS2 after all the changes this week.  I'm seeing no issues building
on Win32, and presume we are putting to bed the Unix headaches from all the
posts on that subject.

I have some very major structural hacking to do to wipe out the old canonical
methods - and a quiet house to do so for the next two days.  I don't want to
start warping the source as must be done till we have this 'good' tag so other
folks can start looking for any remaining leaks and holes.

Last point - when we put an alpha candidate on httpd.apache.org - I believe we
either want to send notice to the announce list - or lets go back to the 
current-testers and stable-testers lists for alpha, then beta candidates.
