Oops. You're correct. I could have sworn the preform MPM was chosen if no
--with-mpm was used. Sorry about that.

Explicitly specifying --with-mpm=prefork results in a successful build.

Now, is there a reproducible test case that causes problems on FreeBSD?

It looks like you are using the threaded mpm to me.

You need to specify "--with-mpm=prefork" on the apache configure
invocation.
