I suggested 2 or 3 just for a bit of redundancy.  In the current model,
there are likely to be problems, and I think we should acknowledge that
fact.  If we go with 1, and that process seg-faults due to code in the MPM
or the core, we take the hit of starting a second child.  If we start 2,
then one can die and we still have one in reserve.  I do think that once
the code has been being exercised for a while, we could set this to 1.
Just like we started MaxRequestsPerChild at 30 in 1.3, and just bumped it
to 1000 (i think).  I just want to be a bit more conservative until the
code has been stressed more.
