Compile Beginner Question

I want to compile the Apache 2 with HARD_THREAD_LIMIT set to 1024
using a command line directive. Now I modify the file
"httpd-2_0_16/server/mpm/perchild/mpm_default.h".
It is possible to set it without modify the file?
