In the ap_escape_uri, and ap_escape_path* functions, the "?" character is escaped while the "&" character is not. Is there a reason for this. It seems rather incongruent. I would like to modify the behavior here so that both are escaped, but I'm not going to bother if there is some issue that I'm overlooking.
