Is this a documentation bug or a code bug:

http://httpd.apache.org/docs/server-wide.html#locations claims that I can use a
path relative to ServerRoot for all the listed directives. However, using
"htdocs" as the value for DocumentRoot gives 

# ../bin/apachectl configtest
Syntax error on line 295 of /usr/local/apache1319/conf/httpd.conf:
DocumentRoot must be a directory

This is happening on Apache 1.3.20 on Windows 2000, installed from the binaries
(that's what the person that reported it to me saw it) but I'm also seeing it
on my Linux laptop (Apache 1.3.12. Sheesh, I'm really running old stuff on
here. Wow).

Any idea what's going on here? Is this something that should get fixed in the
documentation, or is this actually a problem?
