I could see this cause problems when people submit patches back to new-httpd.
They might contain srclib/apr patches as well, but are not aware that those
should be posted to dev@apr, for example.

If they would have to check those out seperately then it would be a more
obvious devision that would most likely prevent patches being posted that
effect code of multiple projects.
