This shouldn't be necessary.  The standard
<FilesMatch "\.html(\..+)?$">
     SetOutputFilter INCLUDES
</FilesMatch>
should catch any case where "html" appears as one of the extensions.

The other issue is that we used to be expanding out the <--#include's
as part of the tasks of building releases.  Is this not happening
anymore?
