possible to change virtualhost and serverwide configuration without restarting?

Is it possible in Apache 2.0 to change Apache configuration without restarting?
I am particularly interested in making a change that can't be done from a .htaccess 
file like adding a virtual host or changing the
maxclients or ThreadsPerChild.

If not would it be possible to write a module using the Apache 2.0 API that could 
accomplish this?

Any feedback appreciated.

I sincerely hope this is not a FAQ, I have checked all of the documentation I can find 
on 2.0 and have previosuly asked in the news
groups.
