I'm not sure what's wrong, and it would probably help if we knew the exact
error messages, but I can suggest a couple things.

Next time you reboot, try typing "linux 1" at the Lilo prompt.  This should
boot the "linux" image to boot level 1 (single user mode).  It won't go
though rc.local (and maybe some other init scripts that I don't know about)
and then you can take a look around your system and see if you can find
what's gone wrong.  I think it would be a good idea to look at
/etc/rc.d/rc.local, /etc/fstab, and /etc/X11/XF86Config (based on what you
said).  However, why it can't execute mkdir, I have no idea.  Could the CD
be damaged, perhaps?
