Spawn a getty in runlvl 1, (this still isn't any more secure but)
aproxamately line 48 of /etc/inittab tell that first mingetty run also run
in runlevel 1

-1:2345:respawn:/sbin/mingetty tty1
+1:12345:respawn:/sbin/mingetty tty1
