In a word, authentication.  Try shifting from chat script (where you expect queries and supply login and password) to PAP .  Many ISPs do use PAP, including Prodigy.net and uswest.net, and some, like Pacific Telecom can't handle it at all.  Try all authentication protocols available from your machine, then contact your ISP.  Many ISPs will tell you flatly that they don't support Linux, yet theri equipment runs fine when you use it.  Cases in point are prodigy.net and uswest.net, the second now supporting linux after I volunteered to support linux users until they had techs in place.
