rpm -Uvh squid-<whatever>
/etc/rc.d/init.d/squid start

Then go to the Windows machine, open Internet Explorer, goto View,
Options, click on the Connection tab and goto the Proxy setup.  Enter
the IP number of your Linux box and port 3128.

If you haven't already setup your TCP/IP properties, you'll need to do
that also.  Just make sure that the Linux machine and the Windows
machine both show on the same network and all should be fine.
