I've had that problem as well with KDE 3.0.1. What I did to try and fix it was to right-click on the konsole icon, select "preferences," and under the "execute" tab, place a blank space (hit the space bar) between the word "konsole" and "-nofxt." For me, that would work sometimes, but KDE would sometimes revert it back. Other times, I would just recreate the icon on the panel manually, and it seemed to work more pemanently.
