apart from a lot of guessing which really wouldn't help you at all I'd say you don't have the server, (proftpd) configured correctly. since your question is rather vague and you supplied "no" information about anything other then a short reference to a rather generic error message there really isn't any more anyone *can* do to help you. do you have networking configured and running on this machine?
