For anybody interested, after doing a google newsgroup search I was able to track down this "duplicate" entry for syslog.
The duplication happened to be in /etc/logrotate.d/syslog so after removing the second entry all is well. Ahhhhh, the joys of Linux! Never give them up and go back to M$ Windblows!
