If you select the US International keyboard at the beginning of install, or
later in Mandrake Control Center, you'll have the dead keys. 
Tilde is then "Shift + ~, Space" = ~
"Shift + ~, n" = �
To get the other accents, ������, press the apostrophe key then the letter.
Well, it's the apostrophe on this spanish keyboard, just left of the Enter key.
