Use keys instead of icons ;) I'm using Rox 1.2.1. You should still be able to find it on the rox homepage (you might have to dig). I never had any luck with the Mandrake rpm's, but was able to build from source--it's very easy. You could try that and see if you can use the panel with Fluxbox.
