If you don't want to use the MDK control center you could install one of the diallers like kpppd (it's in kde-networking) or the gnome equivalent, of which I don't remember the name, or any other dialler.

But be warned that pppd MUST run as root. That doesn't mean that you must be root to start it, it normally is suid. Check for example chapter 14 of the PPP HOWTO (for example at http://www.tldp.org/).
