After posting my request for help, I found the following that gives a little insight on the problem....appears not to be a problem with just Labtec Optical mice.
In my particular case, adding --. Option "Resolution" "...whatever number I like..." did nothing more than change the speed. The problem is still there, and manifests itself when I am manuevering through windows in KDE.
