Marcia  The tulip driver supplied with Mandrake 9.0 is already version 0.9.14 
(released Feb20 2001)

You can see this if you take a look at
/usr/src/linux-2.4.19-16mdk/Documentation/DocBook/tulip-user.tmpl


It may simply be that the system does not realise that your card needs the 
tulip driver. Just try typing in a root terminal

modprobe tulip

and see what happens.
