Being an MySQL person, I rarely muck around with Postgresql, but I do use Webmin for literally everything except for heating up meat pies. If you have tried https://localhost:10000/, can you try using your REAL IP address instead? Such as mine: https://192.168.0.1:10000/ ...and see if that works? If anything, you can check to see if your webmin service is running by opening up a terminal and typing service webmin --full-restart ...just for giggles and grins...
