You're going to want to do some digging on this one - and for TV functionality, you're going to need to make sure that "Video4Linux" is installed in your kernel prior to playing with ANYTHING of TV functionality. If I remember correctly, the card has a BT878 chipset on it - a Brooktree TV chip - so most importantly, the kernel is going to require the BT878 modules to be loaded along with the regular v4l drivers.
