That sounds a little screwy to me, a VCD is simply an mpeg file, are you able to play any other mpeg files you have ??
I've just had a quick look thru the xine user-mailing-list on sourceforge, one thing that was suggested was: " I have a a problem with (s)vcds on my PowerBook, too. Removing the xineplug_dmx_ogg.so and xineplug_dmx_ogg.la solved the problem here."
