for kde any icon can be changed to whatever you wish , whether it's on the desktop or in the task bar.
they are located in /usr/share/icons.
right click on one and choose properties, and click the icon button it displays, then change to your heart's content.
to install a new theme go to the control center as you would to change any of the " look and feel " items.
I currently use an icon set made of two different sets, and turned into a .tar.gz file and installed thru the control center > look and feel > icons > install new theme .
to make a new set of icons , you just take any set you find on a site like kde-look.org and roll your own.
