Have you tried adding appended parameters to the kernel at bootup time?
Here's what I have appended:

Then, to top that off, I modified the /etc/sysconfig/harddisks and
added:
TRANSFER_MODE=69
As well, I always, ALWAYS modify my /etc/ld.so.conf prior to getting
serious with either MDK or RH - so I make sure the lines:
/usr/lib
/usr/local/lib
...are added and then rerun "ldconfig" to rebuild the lib path cache,
and also add in my /etc/profile the following:
KDEDIR='/usr'
export KDEDIR
...and reboot.
I try to always attempt a "force" of ATA/IDE settings at kernel level,
then ya know if you can get it performing prior to the actual system
load. Once that's done (and check the messages with "dmesg") you should
be able to start mucking around with further hdparm settings.
Also some things to ask: do you have the latest video drivers for your
graphics adaptor? What file system are you using? What colour shoes do
you have on?
