We used to have a factory and office running fairly heavy machinery and 
situated next to a power sub-station.  We had the network on a UPS which 
reported spikes, dips, brown-outs and the like.  They were much more frequent 
than the power companies would have you believe.  In fact when I mentioned 
brown-outs to the power company they asked me sharply who I had been talking 
to - we're not supposed to know about them, it seems.

Yes, I think you are right to suspect power in this situation.
