What security level are you running? In msec 4 level, "Services not contained in /etc/security/msec/server.4 are disabled during
package installation ( considered as not really secure ) ( but the user can reenable it with chkconfig -add )." telnet is not in the default server.4 file. Security level is stored in the SECURE_LEVEL env variable.
man msec and /usr/share/doc/msec-0.36/security.txt contain more details.
