I'm testing an old machine with Mandrake 9 -- it has an ISA internal 56k modem, and DOES NOT have that symptom...I'm using the 2 machines simultaneously (2 different phone lines, same outlet) ...
I also bought and tested another modem, and the symptom began immediately when I connected.
Mandrake 9 must not like PCI modems? Or what do you think?
BTW, both modems are HARDWARE modems.
What are the troubleshooting steps I need to take (if there are any, please be specific rather than general about how to do these tests. I'm very much a newbie).
