[newbie] capturing PAL-B

Does anybody know how to put a new standard in XawTV? My version doesn't 
seem to support the PAL-B (Belgium)-standard...  I'd like to capture 
movies from my VCR and good old Hi-8 camcorder.

I also tried Cinelerra which looks perfect for capturing, but same 
problem here: my standard isn't supported.
Or do i need a driver or library or something?
