Kernels are *never* updated automatically with other packages. 
This is because in the days of 8.1 kernels were installed automatically, and 
lots of users ended up with unbootable computers after running Mandrake 
Update.

To install your new kernel enter 'kernel' in the search box of your Mandrake 
Software Manager the new kernel will be visible there (so long as you have 
run Mandrake Update recently ) Select it, and it will install.

After installing a new kernel check the symlinks in /boot are OK, and the new 
stanza in /etc/lilo.conf is OK before you try booting the new kernel.
