Because they don't know any better.
Because they don't read the EULA.

People, in general, are stupid.
This is how Microsoft, and even before them, IBM got to be where they
are now. Microsoft really don't give a rat's ass if something works,
they only care that they're marketing it the right way and forcing the
IT world to change. Causing the IT world into a constant upgrade cycle
causes the public to forget some of the basic issues that plague the
software in the first place.
