Procmail may be able to stop some of that but you're really better off
using spamassassin. 90% of spam gets filtered out here. I don't even have
any procmail rules -- they're difficult for me to implement. With spam 
assassin, there isn't a lot of configuration one has to do. Of course, if
you use your own mail system (for instance, I have postfix running here and
99% of mail goes right to this system) then you can implement controls over
what gets rejected, such as eliminate whole domains like *.tw if you want.

I've experimented with trying to tweak postfix and found that it's easy to
break one's mail setup :(. Also that is true with procmail. ONe misplaced
colon and bye bye mail ;(.

Nigerian scammers should be shot.
