I once saw an interview with an "official" from the NSA, and he was asked what kind of computing technology they had at their disposal. IIRC, his answer was something like: "Take what you can dream up in your wildest fantasies. Now multiply that by 100." Even factoring in disinformation and propaganda, I don't doubt he was far off the mark. I believe SELinux, as you point out, would be their *absolute minimum* for systems accessible from the WAN, what lays behind it is anybody's guess.
