With the caveat that you're going from one lossy format to another--can you live with that? One way would be to use XMMS with the diskwriter plugin. That'll write the mp3's out to wav, then you could convert from wav to ogg with oggenc.
If I had the sources I'd just rip them anew.

Also converting to wav will just mean a low quality wav.

grip is a pretty good program for ripping to ogg. It'll rip to .wav first then it will encode the file to an .ogg.
