Okay, I found out that 'msec' is doing this. It is run through
/etc/cron.hourly automatically.

I think I found a way that I can tell msec to leave the /var/spool/mail
directory alone and do the rest of its work: by updating the settings in
/usr/share/msec/perm.2.

Just in case someone else would need something like that.
