Nothing really.

You can take the hdlists from /var/lib/urpmi, but you could just as well
generate your own hdlist with 'genhdlist <directory>', or add the
directory (ie CD-ROM) as a "virtual" source.

You may want to just read the man pages for urpmi, urpmi.addmedia, and
just experiment.
