Now, the package for Kppp is kdenetwork-kppp. It sounds like you found it.

I don't dial out, so I can't say what is going on. Now I just messed with it 
on my modem less system, and it worked fine.

I would suggest opening it from a termial window, and seeing what messages 
stream by. They might give a clue to your problems.
