Sadly the quality of BBC programming is declining rapidly. But you can watch a new Dr Who story online http://www.bbc.co.uk/cult/doctorwho/

Don't tell me the BBC is trying to match our inane programs here in the USA?

The BBC is many things, some good , some not so good, and some plain down right awful.
But very few Brits would argue our TV would be better without it.
Most Brits are thankful that is exists, costs relitively little, and produces so much memorable programming, because in the last 10 years or so the commercial boys, whose ability to compete is pittyful, have done their very best to undermine it, even to the extent that they have persuaded the powers that be to try and privatise it. Fortunately the people will have nothing to do with it and will turf any government out that tries.

As for Dr. Who, it's an old idea whose programme format is endlessly revivable. I can remember seeing, not by design, the very first episode, which was billed as a childrens programme, which it certainly was, but it was so much more than that, a bit of an "Alice in wonderland" way of speaking to every generation.I'm sure in the end that they ran out of good story lines. The acting became a bit flippant and uncommitted.

Still I'm sure a new series would be well received.
