turns out it's as simple as this:

cdrdao write --device 0,0,0 /path/to/cuefile.cue (.bin file in same dir).

where 0,0,0 is your device.

I'm still not sure what you would use to convert .mov to the proper format for
VCD, maybe try Virtualdub as Matt suggested.
