kpackage does not resolve dependencies for you. If you install packages you have downloaded with gurpmi then all dependencies will get resolved. (gurpmi is usually the default application which will open if you click on an RPM package.) However there is not much point downloading VNC because it is already on your CDs in the form of tightVNC which is an improved variant of VNC which has the additional benefits of data compression and ssh encryption.
