tell you which are animated, but I use Blue Glass XCursors 3D, and it has 
animation.  

Create a directory /home/your_username/.icons and put the directory containing 
your cursor theme into that.  Whichever cursor you want to use, name the 
directory /home/your_username/.icons/default
That directory should contain the "cursors" directory for that theme, and the 
"index.theme" file, both of which will be created when you unzip you cursor 
tarball.  My ~/.icons directory has a half dozen directorys inside, each 
containing a different cursor theme.  To choose a different cursor theme, I 
just rename the chosen directory to "default", change the name of the old 
default to something appropriate,  and restart kde.
