[newbie] Sound - device /dev/dsp can't be opened

When logging into KDE I see the following message. Not all the time.

Sound server informational message:
Error while initializing the sound driver
device /dev/dsp can't be opened (permission denied)
The sound server will continue, using the null output device.
Where should I look to fix this?
